Fair Procura Final Conference

The conference on “Fair Trade public purchasing as a tool for sustainable consumption and production patterns” was held on 19 April in Brussels. It was the final conference of Fair Procura Project and was attended by over 100 representatives of various regional communities and municipalities, as well as academics, NGOs and representatives from European Commission and European Parliament.
After the welcoming speech by MEP Linda McAvan and opening remarks by representative of IFAT, COFTA and Interface-Senegal, Moctar Fall, two panels took place. The first session started with an academic analysis of the considerations as regards of Fair Trade into public procurement law, followed up by presentations of Fair Trade procurement experiences at the the European, national and local level. The second panel concentrated on the impact of Fair Trade on farmers and handicraft producers and ways in which the EU can ensure coherence between its policies to foster Fair Trade. It enabled a fruitful discussion between European Commission representatives of DG Trade and DG Development, representative of International Fair Trade Association and Fairtrade Labeling Organisations International, moderated by the representative of the Fair Trade Advocacy Office.

2. EFTA FAIR PROCURA BACKGROUND RESEARCH

Fair Procura background research report is an important element of the Fair Procura Project. This report addresses public authorities and institutions interested in knowing what Fair Trade is, how to recognize Fair Trade products, the reasons why Fair Trade should be supported and the legal and technical aspects of introducing Fair Trade criteria into the different stages of public procurement procedures. Best practices examples of public authorities who are already applying Fair Trade criteria into public procurement can be found in the report. Besides the English version, Fair Procura Background Research Report is now available also in German, thanks to the ICLEI Europe, and in Slovenian, thanks to Umanotera.

3. EFTA FAIR TRADE IN PUBLIC PROCUREMENT - CASE STUDIES OF BELGIUM, FRANCE AND ITALY

An update of the research on Fair Trade in public procurement has been carried out in the third year of the Fair Procura project. The research report presents three case studies on Fair Public Procurement policies and practices, covering the following EU countries: Belgium, France and Italy. These countries have been chosen as they represent ones of most advanced “culture” on Fair Trade and they have long experience on introducing Fair Trade considerations into public procurement. The report illustrates how Fair Trade considerations have been taken into account in the national legislations on public procurement. Other regional and local legislative and non-legislative instruments aimed at supporting Fair Trade and Fair Trade public procurement, are also examined. The report highlights as well some current options at EU level to get more Fair Trade considerations in public procurement.

4. BELGIUM

Our Belgian partner -Oxfam Wereldwinkels (OWW)- published a brochure on Fair Trade a its impact on Uganda, in the framework of the Fair Procura national campaign. The brochure can be downloaded below..

5. ITALY

1-The Fair Procura Italian partner- Ctm Altromercato- produced a brochure on Fair Trade and fair public purchasing, part of the Fair Procura national campaign.

2-The Italian national conference Fair Procura was held on 18 May in Florence. The focus of the conference was how to make public authorities actors for sustainable development and experiences of Fair Trade and Green procurement were illustrated. CTM Altromercato presented the experience on Fair Trade in schools canteens.

6. SPAIN

7. THE NETHERLANDS

PUBLIC AFFAIRS: MOBILISING ACTION FOR FAIR TRADE PUBLIC PROCUREMENT

"Public AfFAIRs: Mobilising action for Fair Trade Public Procurement" is a 3 year project with funding from the European Union that builds on the previous Fair Procura project. "Public AfFAIRs" started in December 2007 and will run until November 2010.
